Yes. An open Wi-Fi signal has greater risk that someone will use it for illegal activities. And the over-the-air signal is more open to detection when the Wi-Fi is unsecured. Network security experts strongly recommend that businesses and households secure their Wi-Fi signal to limit the potential for abuse.
